About the DREAMS Project
Mercy Corps, in partnership with Village Enterprise and DIGNITY Kwanza, is implementing the Delivering Resilient Enterprises and Market Systems (DREAMS) project, which aims to alleviate poverty in Tanzanian communities. The project targets residents in refugee settlements of Ulyankulu, Katumba, and Mishamo in Tabora and Katavi Regions, including naturalized Tanzanians who were former refugees. DIGNITY Kwanza’s role is to create a supportive environment for the DREAMS project by removing legal and practical barriers through legal information, assistance, and engagement with decision-makers.
Key Responsibilities:
- Organize community sensitization and legal education sessions for DREAMS project participants.
- Provide legal information to participants through various platforms.
- Conduct capacity-building sessions for government officials and stakeholders at village, ward, district, and regional levels.
- Conduct due diligence and needs assessments for project beneficiaries.
- Offer legal services, including consultations, drafting legal documents, filling forms, and representing clients in court and other entities.
- Organize and conduct legal aid clinics and outreach activities.
- Engage with authorities and service providers to resolve legal issues faced by participants.
- Identify, train, and supervise Community Outreach Fellows to support outreach activities.
- Participate in coordination meetings with DIGNITY Kwanza and other DREAMS partners.
- Develop legal aid and education tools and materials.
- Prepare and share periodic project reports.
- Handle administrative and financial matters at the Ulyankulu office.
- Perform other tasks relevant to the DREAMS Project and DIGNITY Kwanza’s mission as assigned by the supervisor.

Qualifications and Experience:
- A university degree in Law, and a practicing Advocate registered with the Tanganyika Law Society.
- At least two years of experience in legal services within an NGO.
- Ability to work in challenging environments and meet deadlines.
- Flexibility, teamwork, and independence.
- Strong planning, organizational, and problem-solving skills.
- Integrity, strong work ethic, and ability to meet deadlines under pressure.
- Strong interpersonal skills and commitment to organizational policies and procedures.
- Proficiency in written and spoken English and Swahili.

- Experience working in humanitarian contexts.
- Experience with integrated protection approaches.
- Knowledge of the local context.
Hours and Location:
The Assistant Legal Officer will be based in Ulyankulu Old Settlement, Kaliua District, Tabora Region, and should be able to work full-time (at least 40 hours per week).
